I have read some recent posts about the social scene (or lack of) for younger expats but I can't really help there.
However my wife is a member of a social group targeted mainly at expat wives that holds monthly lunches and organises activities and excursions for families. Their next big social event is a ball in November at the Intercontinental. It has members from Japan, Korea, France, Germany, US , England, China and others (at least one Australian ). It keeps her pretty busy!

About ICS
The International Club of Shenyang, ICS is a non-profit and non-registered social
club. It was established in 2000 offering opportunities for new contacts, friendship
and culture for foreigners as well as for some local residents in Shenyang.
ICS has around 100 registered members. The club organize monthly lunches, weekly
classes, events for the members as well as social gatherings for member’s families
and friends. The purpose is to help foreigners settle into this new environment.
